Private Telford was born in Brompton but he was living in Northallerton at the time of his enlistment. He was the son of Mary Williams (formerly Telford) of 15 Bottomley Street, Middlesborough, and the late Charles Edward Telford. He was married to Alice and they had two children, Olive and Ralph.

He was killed, aged 24, at the 2nd Battle of Ypres when the Germans attacked the 4th Yorkshires with poison gas. His body was not identified and he is commemorated on the Memorial to the Missing at the Menin Gate in Ypres.
